If you can read to some extent but struggle to understand people or speak, it's likely that you rushed into speaking too quickly. Personally, I refrain from engaging in conversation in the language I'm learning until I can read a novel in that foreign language and comprehend 90% of its content. Why? Because achieving this milestone indicates a solid grasp of vocabulary, as well as reading and listening comprehension. It is not until you have mastered these skills that being able to speak freely in a foreign language actually becomes possible.
